I would say that the positive qualities enumerated in the cited passage would be prerequisites for a leader in the church because, to be effective, such a leader must be capable both of bringing (and keeping) people together as a group, and also serving as an example for them to follow, in order to maximize the whole group's effectiveness in acting as a body, rather than individually. By contrast, the negative characteristics or attributes cited in the passage would all be counterproductive to that objective, from the standpoint of relationships between individuals; the relationship between the leader and the group as a whole; and the group's consequent effectiveness when acting as a body.
