Is the question referring to the verse that starts, "But you O Bethlehem Ephrathah...", or the verse prior to it (which is quoted in the question)? (A footnote on Micah 5:1 says, "In Hebrew texts 5:1 is numbered 4:14, and 5:2-15 is numbered 5:1-14.) If the reference is to the verse concerning Bethlehem, then I would interpret that as a Messianic prophecy, especially since it was cited as such to King Herod in Matthew 2:3-6. (From a narrative standpoint, Micah 5:1 also fits more smoothly with the words of Micah 4:14 than with Micah 5:2.)
