If you mean Rev. 17, the beast there is the one called "the first beast" in Rev. 13. This is the one most frequently mentioned in the New Testament. The "second beast" is also called the False Prophet, and is the one who demands the world worship the first beast and its image, and that everyone take the Mark of the Beast. As for who they might be called when the Tribulation happens, scripture is silent, as they cannot be revealed before our Departure.
