Is there a Bible verse that says the husband and wife relationship is most important in the family?

The only passage that somewhat addresses this is 1 Corinthians 7:14--
"For the unbelieving husband is sanctified because of the wife, and the unbelieving wife because of her husband. Otherwise your children are unclean, but now they are holy."

So I wouldn't say it's "more" important, but that it has consequences for the children. It would be helpful to have more context for your question, but I'm not sure there's a "most important" relationship besides the one we have with Jesus.
