I would say that it did, since the passage containing the cited verse indicates specifically that it was the Spirit of the LORD coming upon Samson that enabled him to break the cords with which he had been bound; that he later gave God the credit or glory for what he had done; and that he had made a specific prayer to God for relief of his thirst.
