I would say (as Elihu himself said in Job 32:6-7) that he was sensitive of his relative youth in comparison to the other three individuals who had addressed Job (as well as to Job himself), and he therefore deferred making his view known out of respect for their age and life experience.

Elihu also defended himself because his position or perspective was contrary to both that of Job, and those of the three others.

However, Elihu ultimately could not restrain himself from speaking on behalf of God's right to act as He had (as the writer of the book summarized in Job 32:2-3).
