Are a Catholic person's prayers heard and answered even though they don't pray "in Jesus' name"?

Yes because they pray as Jesus prayed to the father who art in heaven. And Jesus told us to pray to the father to worship the father to hold onto the father to his lord and our lord. So as long as they are praying to God they are fine.
