I humbly submit the rider is the Lord Jesus and as a Jew wearing a tallit a Jewish prayer shawl. A worn garment carried everywhere and sometimes spelled tallith also sometimes referred to or translated as tent. 

The tallit itself is a white rectangular piece of fabric. The four corners are known as wings, on these corners of the tallit, there are hanging threads with a single blue thread that symbolically represent GOD with very special knots called tassels (tzitzit) used to remember and count the commandments. (Numbers 15:38; Numbers 15:39)

Worn by Jewish men after their Bar Mitzvah 13th birthday, prior to their exile and dispersion from the land of Israel, they were worn daily and when raised completely over their head, they enter their private prayer closet.

(Psalm 91:4) speaks of these wings as does the women with the issue of blood touching the hem corner tzitzit of His garment in (Mark 5:27)
The Lord blessed her for knowing, then acting on the OT prophecy "when Messiah comes He'll bring healing in His wings." (Malachi 4:2)

Priestly garments; "have them use gold, and blue, purple and scarlet yarn, and fine linen" (Exodus 28:5)

I further submit that a single tassel (tzitzit) one of those hanging threads interwoven with a blue thread knotted together and found on the four wings or corners of a prayer shawl. Is what is laying upon the mounted horse riders tight proclaiming Himself to be the promised prophecy. 

A Jewish concept lost in translation, which has nothing to do with tattoos.

Are you referring to verse 16? "On his robe and on his thigh he has a name written, King of kings and Lord of lords." Well, first off, it doesn't say he has a tattoo. A tattoo is something you have literally written on you; you can't symbolically have a tattoo embedded in your skin.

All the verse says is that Jesus has a name written on his thigh. If you write something on a surface, you make a mark on it, agreed? So, I'll call it a mark. Now, you can literally make a mark on a surface; the mark would be something you see with your own eyes. But, you can also symbolically make a mark on a surface; you "see" the mark by discerning in your mind if the mark is there, i.e. if the mark belongs on the surface.

For example, the mark of the beast. I don't think that such a large number of people (perhaps billions) are going to have an actual mark on their foreheads that say, "I am with the beast." That's absurd. The mark on their forehead is written symbolically, and you discern whether or not someone has it by examining if they give their allegiance to the world or to Jesus.

I think the mark on their foreheads is analogous to Jesus' mark on his thigh. He has that mark on his thigh because he IS the King of kings and Lord of lords. And one can "see" the mark by discerning that he IS above all; that ALL authorities, principalities, and powers are subject to him and him alone. I don't think that when Jesus returns in person that he will have a literal mark embedded in his thigh that says, "King of kings" and "Lord of lords."
