The entire record of Biblical prophecy in both the Old and New Testaments, as well as the subsequent fulfillment of those prophecies hundreds or thousands of years later, provide the clearest possible evidence that God plans and knows (and has always known from eternity past) everything that will happen into eternity future.

Specific passages that come most readily to my mind in that regard are Psalm 33:11, Proverbs 19:21, Isaiah 14:24, Isaiah 25:1, Isaiah 41:4, Isaiah 46:10-11, and Jeremiah 29:11.

Genesis 28:15
“Behold, I am with you and will keep you wherever you go, and will bring you back to this land; for I will not leave you until I have done what I have promised you.”
2. Genesis 50:20
“As for you, you meant evil against me, but God meant it for good in order to bring about this present result, to keep many people alive.”
Psalm 33:11
“The plans of the LORD stand firm forever, the purposes of His heart through all generations.”
4. “The steps of a man are established by the Lord, when he delights in his way; though he fall, he shall not be cast headlong, for the Lord upholds his hand.” – Psalm 37:23-24 (my life verses!)
5. Psalm 138:8
“The Lord will accomplish what concerns me;
Your faithfulness, Lord, is everlasting;
Do not abandon the works of Your hands.”
6. Ecclesiastes 3:1
“There is an appointed time for everything. And there is a time for every matter under heaven—"
7. “The Lord of hosts has sworn: ‘As I have planned, so shall it be, and as I have purposed, so shall it stand’.” – Isaiah 14:24 – a verse that Mr. Maas mentioned.
8. Isaiah 43:18-19

18 	“Remember ye not the former things, neither consider the things of old. 	
19 	Behold, I will do a new thing; now it shall spring forth; shall ye not know it? I will even make a way in the wilderness, and rivers in the desert.”	

9. Habakkuk 2:3
“For the vision is yet for the appointed time;
It hurries toward the goal and it will not fail.
Though it delays, wait for it;
For it will certainly come, it will not delay long.”

10. Jeremiah 29:11
“’For I know the plans that I have for you,’ declares the Lord, ‘plans for prosperity and not for disaster, to give you a future and a hope.’”

In all the plans God has for us, our salvation is the most important one. He wants us to have a relationship with Him (Psalm 62:5-6).

God’s plan may not look like my plan. That can be a hard truth to swallow, but when I understand His plans are far better than anything I could come up with, the truth becomes a blessing. God’s word shows me over and over again how His plans always prevail. I may not know what the future holds, but I know that God ultimately wants good for his children. He gave His only child, Jesus, as a sacrifice for our sins so we that we could spend eternity with Him. In all the plans God has for us, our salvation is the most important one. He wants us to have a relationship with Him. As Solomon found out, everything else is meaningless. Melanie Campbell

Genesis 12 is the first thing that comes to mind when the question of whether God has a plan for mankind comes up. 

God tells Abraham out of the clear blue, to leave his homeland and go to a place where he will become a great nation (Gen 12:1,2). 

I say it comes from God out of the blue because we're not told anything about this guy Abraham prior to this. This is the first we hear of him. Did he already know God? It reads like he does; he doesn't question the instructions or ask who it is that's speaking to him. The scripture says, 'So Abraham went forth as the LORD had spoken to him.'

God returns to Abraham later and lays out the plan he has for his life. Ah, well, kinda... 

And He (God) took him outside and said, "Now look toward the heavens, and count the stars, if you're able to count them. So shall your descendants be." (Genesis 15:5) (A little vague if you wanna know what I think).

It doesn't get much clearer than that!

What made God choose Abraham for such a great relationship with Himself? God chose Abraham to be His close friend. Why, is the question... The answer is that God chooses each of us for one thing or another. We're just not usually chosen to be "a great nation." A great family, maybe. 

Yes God plans our lives for us, but He doesn't force us to get to the promise the way He planned. An 11 day journey can take 40 years if we choose to go our own way (Deut 1:1,2). 

The heart of man plans his way, but the Lord establishes his steps (Prov 16:9). 

Jeremiah said it thusly in a prayer for Israel: “O Lord, I know that the determination of a man is not in himself; it isn't in man to direct his own steps. O Lord, correct, instruct, and chastise me, but with judgment and in just measure-- not in your anger, lest you diminish me and bring me to nothing.” (Jer. 10:23,24)

Jeremiah says in essence, “God we don't know the way, so You show us the way You want us to go. When we turn the wrong way, correct us! When we mess up charge us with being wrong. But please remember that we are just not good at this. So take it easy with us. We trust that You will because You're our judge. If You judge us in Your anger you'll be forced to destroy us. So judge us in your justice.”

God uses what Jeremiah calls "just measure." He means God judges according to who is being judged. And Jeremiah confessed to being unable to determine the right path to take in life. So he's asking God to bear that in mind when He passes judgment. And that's what God does.

So it would be futile for us to be here if we had to plan our own way. The only way it makes sense for us to even live here, is for the One who put us here to plan our way for us. This is what He does. When we begin to know that and to trust Him, we can learn to rest in His presence, even during the wilderness wandering years.

BIBLE PASSAGES IN OLD TESTAMENT RELATING TO GOD’ PLAN FOR MAN

To me, the most important Passages that spell out that God has a purpose or plan for mankind are as stated:

1. Genesis 1:26-28
"And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth……

And God blessed them, and God said unto them, Be fruitful, and multiply, and replenish the earth, and subdue it: and have domi nion over the fish of the sea, and over the fowl of the air, and over every living thing that moveth upon the earth.

2. Genesis 3:13-15
" And the LORD God said unto the woman, What is this that thou hast done? And the woman said, The serpent beguiled me, and I did eat.
And the LORD God said unto the serpent, Because thou hast done this, thou art cursed above all cattle, and above every beast of the field; upon thy belly shalt thou go, and dust shalt thou eat all the days of thy life:
And I will put enmity between thee and the woman, and between thy seed and her seed; it shall bruise thy head, and thou shalt bruise his heel.

Genesis 3 :15 sets out the theme for the whole Bible. It points to the salvation that God will provide for fallen mankind by means of Jesus, the Seed of the woman, who will destroy the works of Satan. 

3. Genesis 22:18
"And in thy seed shall all the nations of the earth be blessed; because thou hast obeyed my v oice."

Here God declares further his plan to bless mankind and reverse the curse placed on the earth due to Adam's disobedience by means of Abraham's Seed, who is Jesus Christ. Gal 3:16.

How will that come to pass? God tells us in Daniel 2:44/7:13-14.

"And in the days of these kings shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever"

Here we are assured of God's plan to set up his own kingdom government that will take over rulership of the earth from human rulers emplaced by Satan. That government, according to Daniel 7:13-14, 18, 27 will be ruled over by Jesus and the saints of God. The government will have subjects on the earth. 

V 13
I saw in the night visions, and, behold, one like the Son of man came with the clouds of heaven, and came to the Ancient of days, and they brought him near before him.

And there was given him dominion, and glory, and a kingdom, that all people, nations, and languages, should serve him: his dominion is an everlasting dominion, which shall not pass away, and his kingdom that which shall not be destroyed.

But the saints of the most High shall take the kingdom, and possess the kingdom for ever, even for ever and ever.

27
"And the kingdom and dominion, and the greatness of the kingdom under the whole heaven, shall be given to the people of the saints of the most High, whose kingdom is an everlasting kingdom, and all dominions shall serve and obey him."

God also assures us that he has a plan to abolish sickness and death. Isaiah 25:8 and 33:24

Isaiah 25:8
"He will swallow up death in victory; and the Lord GOD will wipe away tears from off all faces; and the rebuke of his people shall he take away from off all the earth: for the LORD hath spoken it."

Isaiah 33:24
"And the inhabitant shall not say, I am sick: the people that dwell therein shall be forgiven their iniquity."

Finally God assures that wickedness and wars will be abolished. 

Psalms 37:9-10
For evildoers shall be cut off: but those that wait upon the LORD, they shall inherit the earth.
For yet a little while, and the wicked shall not be: yea, thou shalt diligently consider his place, and it shall not be.

Psalm 46:9
He maketh wars to cease unto the end of the earth; he breaketh the bow, and cutteth the spear asunder and burns the chariot in fire.
