Jesus spoke the same words to his disciples just before he ascended into heaven (Matthew 28:20). Jesus honoured his promise by giving every Christian His Holy Spirit [the third person of the Triune Christian God] to dwell within us, the moment we put our faith in Jesus. The Holy Spirit will never leave us or forsake us, he is living in us our entire human existence. The Holy Spirit is God's deposit and guarantee of all the blessings He has prepared for every believer for all eternity.

In the Old Testament, God chose Abraham to create the nation of Israel, as His chosen people to reveal himself to the whole world. God made covenant promises to Abraham that were repeated again and again in subsequent generations. Although the people of Israel were not faithful to their part in the covenant, God was always faithful to keep his promises.

Once we are chosen by God and we accept His invitation to receive His salvation, God is with us every day and will be forever. That is His New Covenant promise.

The writer of Hebrews is quoting God's words in Deuteronomy 31:6 in connection with his exhortation to his readers to have confidence in God's ability and intention to always be with them and to take care of all their needs, in order to keep them from placing the pursuit of wealth or possessions ahead of their devotion to Him, or yielding to the temptation to do so.
