My answer to the question is quite simple: God, being God, created everything, including Jews and Gentles, believers and non-believers, merciful and cruel, lovers and haters. Being that we are all His creation, He speakes to whosoever He desires for His chosen purpose at that particular time.

God loves the non-believers like Pharaoh and wants to draw them into a good relationship with him (Romans 5:8, Isaiah 65:1). He does this a lot because his own people often get a bit big for their breeches (Pharisees) or neglect him outright and refuse to listen. In those cases, he will even raise up people who are called "not his people" and send them to them to preach his word. For example, Balaam, son of Beor, was raised up out of a foreign nation and sent to prophecy to the people of Israel. Some of the most famous verses are from him, like Numbers 24:17. He is a complicated figure, both a prophet of God who was given the holy spirit at one time, and evil at another. Https://en.wikipedia.org/wiki/Balaam. Aren't we all. Even Moses did what was evil in God's sight and was denied access to the Promised Land (Deut 32:51-52). Thank God for Jesus.

God can and has worked through anyone including non-believers to get what He wants to be done. Consider Abimelech, who was given a divine dream (Gen. 20:3-7) to accomplish God's desires. God influenced King Nebuchadnezzar, the Babylonian ruler, too, e.g. in Jeremiah 25:9.
