In Daniel 6:21-22, God shut the lions' mouths! Compare what Shadrach, Meshach, and Abednego said in Daniel 3:18, "But even if He [God] does not [save us from the blazing furnace and rescue us from your hand, O king], we want you to know, O king, that we will not serve your gods or worship the image of gold you have set up." We should BE FAITHFUL TO SERVE GOD whether he intervenes on our behalf OR NOT. We might too, like Daniel in chapter 6, be victims of jealousy and a hatched plot against our faith and someone's or some peoples' ego. Someone conceivably could "take praying in a public place away from us." 

Then let's say we defy the "law" and pray anyway. Unbelievers notice. Unbelievers noticed Daniel's "disobedience," too. There will be consequences just as there were with Daniel. Daniel prayed to God, and the king had no alternative but to impose the teeth of the law, his law. The king regretted his death sentence on his friend but it was too late. The king spent the night fasting and hoping the lions would fast too. They did. All night. Until the next morning, after "God sent his angel, and he shut the mouths of the lions" (Dan 6:22) during the night, but at dawn when the king retrieved Daniel, the king had the conniving officials take Daniel's place.
