What do our sins "deserve"? (Psalm 103:10)

The New Living Translation says, "9 He will not constantly accuse us,
    nor remain angry forever.
10 He does not punish us for all our sins;
    he does not deal harshly with us, as we deserve."

How does God accuse us?  Through our conscience?  Is that the only way?

Psalms 103:9 - 10

ESV - ⁹ He will not always chide, nor will he keep his anger forever. ¹⁰ He does not deal with us according to our sins, nor repay us according to our iniquities.
