Why would God be resistant to answering our prayers as Luke 11:7-9 seems to indicate?

Upon reading this for the first time, it seemed to me that God is resistant to answering our prayers.

" 7 Would you shout out from your bed, “I’m already in bed, and so are the kids. I already locked the door. I can’t be bothered”? 8 You know this as well as I do: even if you didn’t care that this fellow was your friend, if he keeps knocking long enough, you’ll get up and give him whatever he needs simply because of his brash persistence!

9 So listen: Keep on asking, and you will receive. Keep on seeking, and you will find. Keep on knocking, and the door will be opened for you."

Luke 11:7 - 9

ESV - 7 And he will answer from within, 'Do not bother me; the door is now shut, and my children are with me in bed. I cannot get up and give you anything'? 8 I tell you, though he will not get up and give him anything because he is his friend, yet because of his impudence he will rise and give him whatever he needs.
