The truth declared in John 3:16-18 gives us important insight into this question. Because of God’s great love for the whole world He gave his only Son as the atoning sacrifice for sin. So the atonement is available to all human beings for all time, because all human beings are condemned already because of our sinful human nature, our terminal disease.

However, this offer of atonement, this gift of eternal life, is limited to those human beings who will believe in Jesus, those who will accept him as their personal Saviour and the Lord of their lives. The bible record is clear that not everyone will believe. 

The second issue is whether this atonement provided by Jesus is sufficient to cover all the sin of those who believe. The book of Hebrews does an excellent job of providing the evidence that this is true. See Hebrews 1:1-5; 2:5-18; 3;1-7; 4:14-16; 5:5-10; 7:11-28; 9:11-28; 10:1-25

Jesus, the Son of God became a human being, and because he humbled himself and became completely vulnerable to the trials and temptations of this life, he was the perfect substitute to take the penalty for our sin.

Jesus also lived a completely sinless life, so he was the only human being to ever fulfil the law of God. Therefore Jesus death on the cross was the perfect sacrifice. His sacrifice of atonement was unlimited to cover all the sins of everyone who believes.

This covering for sin is effective for everyone who believed in God as an Old Testament saint and everyone who believed and believes in Jesus as a Christian. This covering for sin is effective from the moment of our conception until the moment of our death. We can confidently believe that all and every sin is covered by the blood of Jesus.

The extent of the death of Christ is unlimited! “Redemption,” as I have said before in one of my other answers to a different question on ebible.com, carries the meaning for or of ALL MEN as far as paying the price for sin is concerned (2 Peter 2:1). It bears repeating: 

“But there were false prophets also among the people, even as there shall be false teachers among you, who privily shall bring in damnable heresies, even denying the Lord that bought them, and bring upon themselves swift destruction.” 

“Reconciliation” says that THE WHOLE WORLD was reconciled to God (2 Corinthians 5:19). “God was in Christ, reconciling THE WORLD unto himself, not imputing their trespasses unto them; and hath committed unto us the word of reconciliation.” (typed from memory).

“Propitiation, the clincher, covers/concerns the sins of the WHOLE WORLD, not just of the elect (1 John 2:2). 

“And He is the propitiation for our sins, and not for ours only, but also FOR THE SINS OF THE WHOLE WORLD.” (1 John 2:2, typed from memory).
