How is the "fear of the Lord" like the law? (19:7–9)

Context:  7 
"The law of the Lord is perfect,
    refreshing the soul.
The statutes of the Lord are trustworthy,
    making wise the simple.
8 
The precepts of the Lord are right,
    giving joy to the heart.
The commands of the Lord are radiant,
    giving light to the eyes."

"The fear of the Lord is pure,
    enduring forever.
The decrees of the Lord are firm,
    and all of them are righteous." (NIV)

Psalms 19:7

Despite the seeming possible variance of the structure of this passage with the remainder of the psalm, I would say that it is conveying a point similar to verses such as Deuteronomy 17:19 or Proverbs 15:33, where the fear of the LORD is depicted as an instructional tool or learned attribute that enables or motivates the individual possessing it to see both that the Law should be obeyed, as well as the manner in which that obedience should be exercised.

Also (as noted in the verse) the true religion or worship that results from the fear of God is everlasting, in contrast to the false worship of idols.

They're linked. The fear, or respect, of the LORD (Psalm 19:9) is the beginning of wisdom. A verse that BMA (Bible Memory Association, now ScriptureMemory.com) had me memorize when I was involved in the program, was Job 28:28. See also Proverbs 1:7 and Ecclesiastes 12:13.
