By my understanding, positional holiness is the holiness that is imputed to us by God because of our position or standing as believers in Christ, which occurs when we first place our faith in Him for salvation, whereas personal holiness would refer to the ongoing process of the transformation of Christians throughout their lives (after having placed saving faith in Christ) by the indwelling Holy Spirit, as well as by conscious effort on the part of believers, to become continually more and more like Christ.
