I would say that (as indicated by Peter in Acts 10:34 and also Paul in Romans 2:11) it means that God is not influenced by any of the external or surface criteria (such as wealth, position, appearance, or worldly intelligence or knowledge) that can affect the opinions or judgments of people toward others in this life and world. Instead, He is capable (as a result of His omnisicence) of knowing people's internal beliefs and motives (that is, what the Bible refers to as "the heart"), and judging them impartially and equitably on that basis, without regard for any factors that are unrelated to, or that can be disguised by, more visible attributes.
