I would say that the Bible (in both the Old and New Testaments) primarily connects true rejoicing by humans (in contrast to transient feelings of happiness) with respect to the closeness of their relationship with God, and in regard to their thankfulness in response to what He has done for them. This is indicated by the frequency with which followers of God are instructed to rejoice "in the LORD" or "before the LORD". This joy is also even more pronounced in the New Testament than in the Old Testament because of what the Christian's response should be to the love shown by God, and the forgiveness, salvation, and eternal life made possible, through Jesus' incarnation, life, death, and resurrection.
