Does God have mood swings? (Nahum 1:6-7) first, wrathful, then comforting?

6 Who can stand before his indignation? and who can abide in the fierceness of his anger? his fury is poured out like fire, and the rocks are thrown down by him.

7 The Lord is good, a strong hold in the day of trouble; and he knoweth them that trust in him.

Nahum 1:6 - 7

ESV - 6 Who can stand before his indignation? Who can endure the heat of his anger? His wrath is poured out like fire, and the rocks are broken into pieces by him. 7 The Lord is good, a stronghold in the day of trouble; he knows those who take refuge in him.

I would say that God can have varying attitudes toward human behavior, but those attitudes are consistent, and not arbitrary or subject to unpredictable changes or "swings". If and when His attitude changes, it is always in direct response to human actions. He consistently hates sin, but also shows consistent love toward humans who acknowledge their sinfulness; who strive to obey Him; and who seek His mercy and forgiveness for the sake of Jesus (whose incarnation, atoning death, and subsequent resurrection are the foremost examples of God's love).

That is not to say that God's followers will never experience sorrow or adversity, but those occasions are the consequence of living in a fallen world where the devil and our fleshly natures work against God's desires. And, as noted by St. Paul, God is able to make even those events to work together for the ultimate good of His followers (Romans 8:28).
