Why weren't the Levites counted like all of the other tribes were?

Is there an explanation as to why the Levites were not to be counted?

Numbers 1:47 - 49

NKJV - ⁴⁷ But the Levites were not numbered among them by their fathers' tribe. ⁴⁸ For the LORD had spoken to Moses, saying:
