Revelation 6 begins with the vision of The 4 Horsemen of The Apocalypse. These symbols represent forms of spiritual warfare which the Christian Church is facing. The horsemen depict the first four of the seven seals. They show the Church apostasy in the Middle Ages.

In Revelation 6:5-6 we find the 3rd Seal: A Black Horse which describes the Corrupt Church. Black is the color of darkness and error. The “balances” used for measuring “wheat” and “barley” are a symbol of the buying and selling - salvation and forgiveness was available for a price. The “wheat” and “barley” was 8 to 16 times more expensive than normal indicating scarcity and famine. 

The Church, during this time, entered a period of moral and doctrinal error, substituting pagan beliefs and practices for the Bible truth, and the commercialization of the Gospel. Thus, they caused a scarcity of the bread of life. 

God said, “Hurt not the oil and the wine,” which symbolize the Holy Spirit (Zechariah 4:3, 6) and the blood of Jesus (Matt 26:26-29). Even though the Church was in darkness, God preserved His true Gospel of salvation.

In my opinion, the prohibition cited in the question was saying that the activity of the rider on the black horse in John's vision (who symbolized famine) was not to be directed against non-essential items such as wine and olive oil, but was instead to affect basic essential food items such as grains (barley and wheat) that were used to make bread, so that it would inflict maximum hardship.

This reads to me like a further warning of economic ruin, i.e.: "a loaf of bread will cost you a day's wages, a few servings of barley will also cost you a day's wages, and you'd better take care of what oil and wine you might have - you won't be able to replace them at any price."

In my humble opinion, the oil and wine are the anointing (in the same way David was anointed with olive oil) and the blood of Jesus (holy communion). In other words His people. 

Does it mean that we are not going to face hardship? No! 

I think that there are certain things that we need to do in order to prepare for this time of reckoning that will take us out of harm's way of the main Tribulation. 

It might be the rapture itself. 

Or it might be because of the instructions that we have been given in Revelation 18:6: "Come out of her my people, lest you partake of her plagues.” What we need to understand is that we should come out of where? I definitely think that it is the revived Roman Empire, which is essentially the western hemisphere. For instance America, The United Kingdom, including Europe and others allied to it. It is partly a geographical empire, but it is also an economic or monetary empire. And I believe that it is the hard currency countries that are going to be affected. The dollar and the euro and the pound. They are all going to collapse. Remember the statue of Daniel with toes of clay and iron?

If you actually understand that what is happening today, we are passing through THE real Exodus. 

God's prophecy to Abraham (Genesis chapter 15) was for 400 years of slavery for his people and that they would be taken BY SHIP (Deuteronomy 28). 

The slavery in Egypt of the old testament was only 215 years. (See the age of Moses' grandfather Kohath when the children of Israel came into Egypt (Genesis 46:8,11) and then became slaves (after the death of Joseph), his father Amram and the age of Moses himself when the children of Israel left Egypt ([80]) and you will see that they were only afflicted for about 150 - 215 years.) When they left Egypt they went into the wilderness. 

The slavery by the western economies was for 400 years (1619 - 2019). Of importance is the fact that the slaves were essentially black from western Africa, the land near the Sahara desert. 

The curse was over in 2019 and the US government passed a law commemorating that event called H.R.1242. 

Immediately after that in November or December of 2019 we heard about covid and lockdowns ensued. That was the Passover. We were all indoors. 

In the old testament story of Exodus, when the children of Israel left Egypt they went into the wilderness which today is part of the Arabian peninsula or more correctly called the horn of Africa. 

In Revelation 12:6 it says, "And the woman (the church) fled into the wilderness, where she hath a place prepared of God, that they should feed her there a thousand two hundred and threescore days".

Where is the wilderness? I think that it is Africa. Untouched by development and modern lifestyles. Especially sub Saharan Africa, the fastest growing population in the world, just like the Hebrews in the Exodus of the old testament. That is the oil and wine, I believe. That the scriptures talk about.
