Who else was on earth, when Cain talked about other people?

NKJV - 15 And the LORD said to him, "Therefore, whoever kills Cain, vengeance shall be taken on him sevenfold." And the LORD set a mark on Cain, lest anyone finding him should kill him.

Think of the Bible as the "biography" of Jesus. The whole of Scripture points to Him. It tells of people and events in history that are significant to His story. Now think of your "story." If you were to write about significant people and events in your history, you probably wouldn't write about "Fred" your 5th cousin 20 times removed who played no significant role in your life and never did anything of significance for mankind. It's not that he isn't worth writing about, he just didn't play a role in YOUR story. In the same way, the Bible doesn't mention every single person that ever existed. Most likely Adam and Eve had other children besides Cain, Abel, and Seth that the Bible just never mentions specifically.

In Genesis 1:26, God speaks man (male and female) into being. God spoke everything into existence in Genesis chapter 1. In Genesis 2:7, God reaches into the ground and forms Adam and breathed life into his nostrils. This is a separate event from the people formed in Genesis 1. You can read that Adam could not find a (help meet) in Gen. 2:20 so God makes him one.

Cain is subsequently noted -- just two verses later -- as acquiring a wife and children, although the Biblical account to that point did not specifically mention the existence of any human beings other than Adam, Eve, Cain, and Abel. I would therefore say that the implication must be that Adam and Eve had other children whom the Biblical account does not mention, and that Cain found his wife from among those other children or their descendants. By contrast, Abraham, Isaac, Jacob, the twelve tribes of Israel, and, ultimately, Jesus (with respect to His humanity) were all descended from Seth, the son whom Eve bore to Adam after Cain killed Abel (Genesis 4:25).
