ESV - 13 Yet the people of Israel did not drive out the Geshurites or the Maacathites, but Geshur and Maacath dwell in the midst of Israel to this day.

The failure of Israel to drive out all the nations living in Canaan was apparently a conscious, willful, and disobedient decision on their part. This is reflected in Judges 2:1-6, where a being identified as "the angel of the LORD" (interpreted by some commentators to be the pre-incarnate Christ) appeared to Israel and said, "I brought you up from Egypt, and brought you into the land which I swore to give to your fathers. I said, 'I will never break my covenant with you, and you shall make no covenant with the inhabitants of this land; you shall break down their altars.' But you have not obeyed my command. What is this that you have done? So now I say, I will not drive them out before you, but they shall become adversaries to you, and their gods shall be a snare to you."
