How does a person ask God in faith without doubting?

James 1:6 
Why would God not answer our prayer because we doubt when we try so hard to trust and believe? 

James 1:6

ESV - ⁶ But let him ask in faith, with no doubting, for the one who doubts is like a wave of the sea that is driven and tossed by the wind.
