Why does God seem to care so much about sexual behavior?

Lots of reasons, but it is a fact that we pervert every thing God has given us for good, and turn it into evil. Many times adultery leads to divorce, not only in one marriage but in two. It ruins children's lives who depend on their parents. Fornication can lead to unplanned pregnancy. 

God designed sex for a union between a man and a wife. Period. But in our sinful state we do not always obey what is right. All sexual sins have been paid for by the blood of Jesus, but we still reap what we sow. Someone once said, do not plant wild oats and then pray for a crop failure. 

All of God's laws were given to us for good. We were designed to live by those things God has declared. 

And Paul said that if a believer goes to a prostitute, he is joining the Lord through the Holy Spirit who lives in the believer to a prostitute. And God does chasten His children. 

But we all have trouble in the flesh. We are born sexual beings, but we are to have self control. When we do not, we reap from the flesh and not from the Spirit.

When King David committed adultery he then tried to hide it by premeditated murder. But nothing is hidden from God, and as we learn and we grow, we learn God does not have blinders on. He sees everything as though it was out in the open. All sin has its own reward. 

Romans 5:18-21: But where sin abounds, grace much more abounds. We are not to use grace for a license to sin, but when we sin, we have grace in time of need. And we all need grace all the time. We humbly have to remember If Christ had not died for all sin, no one could be saved. God hates our sin but loves the sinner. That is why He paid the price we could not pay.

I would say, first, because there is no closer relationship that two human beings can have than the sexual relationship between a man and a woman. It is so close that the Bible refers to the pair becoming "one flesh". It must therefore be kept from becoming something that is regarded as casual (that is, practiced outside of the commitment of marriage), or that is held in less than the highest respect or esteem (1 Corinthians 6:15-20; Hebrews 13:4).

In addition, it is so profound that it has the potential of causing irreparable rifts in the family unit if practiced between individuals who are too closely related by either blood or marriage.

Also, it is through the sexual relationship that the earth is populated, and the human race is perpetuated. It is thus of primary importance that it be kept free of behaviors that might compromise it. (Sexual relationships between people who are too closely related can cause genetic abnormalities.)

Finally, as noted by God in Leviticus 18:3-4, the practices forbidden in Leviticus 18 were common among the pagan peoples of Egypt and Canaan, whom God was overthrowing because of their sin. They were part of an entire gamut of actions that would be unspeakable even by modern standards, and that would be especially inappropriate for the nation that God had chosen as His own people, and from whom the Messiah would eventually come.

A husband and wife relationship is after that of God Himself and His church. Him being one with us in an intimate and pure spiritual relationship is paralleled by our pure personal and sexual relationship with our spouse. As He is committed and faithful towards us, likewise He expects us to give Him our first love and so we are to keep a pure and 100% committed loyalty towards our spouse. We are to celebrate this oneness and surely any extramarital sexual relationship by mind or physical act is a destruction, and so a termination of this oneness.
