I would say that the new heaven and the new earth mentioned in the passage from Revelation cited in the question will not be like the old heaven and earth. They will not represent a beginning (as if God were "starting over"), but an end state and a culmination. All forces opposed to God will have been permanently defeated and destroyed, and the sinless perfection that God intended for the old earth will finally be realized, and will last for eternity.

In the last day, God will totally redesign this earth (Isaiah 24:1) - He is making everything new (Rev 21:5). 

The Bible tells that God will cleanse with fire this old planet from sin and from all the wicked (Malachi 4:1, 3; 2 Peter 3:10;13). The Lord is preparing a huge city for His people, the New Jerusalem (Heb 11:16; Rev 21). The holy city will be earth’s capital. Here the saved will live throughout eternity, reassured that sin will not rise up again (Nahum 1:9; Isaiah 11:6-9; 65:25). 

Over 70% of the earth’s surface is covered now with oceans - in the new earth all that will be replaced with one huge beautiful garden, lakes, rivers, and mountains (Isaiah 35:1, 2). And in the middle of the city will be the tree of life with 12 kinds of fruit (Rev 2:7; 22:2). 

The curse of sin from Genesis 3:17-19, will be no more (Rev 22:3). No more crime, no more storms, floods, earthquakes, tornadoes, or fires (Isaiah 60:18). Nothing defiling or impure will be found (Rev 21:27). 

Not even in our wildest dreams can we begin to imagine the wonders of God’s kingdom. The paradise that Adam lost will be restored (Acts 3:20, 21).

“Eye has not seen, nor ear heard, nor have entered into the heart of man the things which God has prepared for those who love Him” (1 Cor 2:9).

If you read this as metaphor or poetic writing, not literal, the "new heaven and new earth" is the kingdom of God on earth. Where his will is done as it is in heaven. There is no more sea in that there are no more nations. If you think the earth is destroyed in fact, you have to wonder why "the creation groans waiting for redemption" (not destruction). The new Jerusalem (coming down from heaven to earth) is the church. Peter declared in his message on pentecost that the promise of God through Joel had come. We are in the last days, the time Jesus spoke of when he told the woman at the well, "The day is coming and now is when you will worship neither on this mountain or in Jerusalem...those who worship will worship in spirit and in truth."
