Without knowing the intent of a Christian frequenting bars it is difficult to answer this question.
I do not see any reference throughout the Word that a Christian is not to frequent bars.
Jesus went where the people were that needed Him most (Matthew 9:12).
A Christian that was a drunk in a previous lifestyle may be an effective witness for Christ now.
