What does Jesus mean when he says, “An hour is coming when all who are in the tombs will hear his voice and come out, those who have done good to the resurrection of life, and those who have done evil to the resurrection of judgment"?

John 5:28 - 29

ESV - 28 Do not marvel at this, for an hour is coming when all who are in the tombs will hear his voice 29 And come out, those who have done good to the resurrection of life, and those who have done evil to the resurrection of judgment.

We know that this doesn't mean that dead bodies will come out of the tombs and be judged. We know that you don't "do good" and gain eternal life, so that's not what He means. We know that you don't "do evil" and get judged for it. You believe unto life, and you die in your sins from unbelief.

I think He's talking about a day of reckoning for each person. "The tomb" represents being dead. So "those who are in the tombs" will hear His voice, means the deceased will either be resurrected to live an eternal life, or will be judged unworthy of eternal life and will be sentenced to death. The wages of sin is death. The gift of God is to be resurrected to live eternally.
