Would you please define "believer"? Are you speaking of an individual who has been truly regenerated, born again, born from above? "Thou believest that there is one God; thou doest well: the devils also believe, and tremble." (James 2:19).

Scripture is clear concerning clairvoyance, telephy, wizardry and such. It is an abomination to God. (Leviticus 20:27; Deuteronomy 18:10-13; 1 Samuel 28). See also Acts 19 beginning with V. 13.

"Beloved, believe not every spirit, but try the spirits whether they are of God: because many false prophets are gone out into the world." (1John 4:1)

My answer is that it is best that you don't 'exhort' such a person! God tells us to be wary of deceiving spirits and be resistant to the agents or minions of Satan's hold. "Evil comes as an angel of light"! I have actually experienced such an encounter: years ago while selling insurance, I had an appointment with a woman who was actually some kind of soothsayer/witch or sorcorer that said the spirits tell her daily what will happen to people in the near and distant future in their lives. She was downright creepy!

I said a prayer of cleansing and protection for God to provide peace to my soul by His Holy Spirit because I was in need of God's refreshment and rejuvenation. Needless to say, it didn't take me long to leave promptly, putting some distance between that house and me!

God tells us 'to flee from evil' and and so I obeyed His Divine directions.

"Praise God that He provided a Savior! And, His name is Jesus Christ"!

Many years ago, a magician, the Amazing Kreskin, offer a challenge (with a substantial reward... I believe it was $1,000,000.00). A pen was held between a rubber band... the band was held up by two wooden posts attached to a wooden base. This apparatus was covered by a glass box. Anyone that moved the pen... without touching the glass box... would get the reward. No one had even tried to win the prize. 
A One Million Dollar Paranormal Challenge was offered by the James Randi Educational Foundation to pay out one million U.S. dollars to anyone who can demonstrate a supernatural or paranormal ability under agreed-upon scientific testing criteria. A version of the challenge was first issued in 1964, and over a thousand people applied to take it, but none were successful.

If psychic abilities were valid, someone would have won the money. 

There is no such thing as psychic abilities. Ephesians 6:11 Put on the whole armour of God, that ye may be able to stand against the wiles of the devil.
