Hi, thanks for reading as a share my opinion. 

Feelings are good, and I believe Gods given us the soul to express our emotions towards Him as one Worships him, reflecting gratitude adoration and appreciation. To laugh, smile, debate, and for some to bring to anger (righteous), and so forth. However, there can be negative emotions that are capable of leading us away from the will of God if our response (words) to these negative feelings team up and agree, bombarding our minds with thoughts that are not true in the light of Gods Word towards us, but maybe very true from the person sitting next to you in the church. 

The Bible says that God has poured his love into our hearts by the way of his Holy Spirit, and just as we have emotions so does God have emotions and He expressed His love towards us through the life death and resurrection of His son Jesus. God's love is within the body of those who have been born again.

God gets the butterflies over you. He's so connected and is involved with everything that concerns you, you make him smile and laugh even show you off to angels.

The righteous shall live by faith.

I assume you mean why do some "Christians" feel the Holy Spirit and some Christians don't. 

Only the born from above (born again) Christians has been given the gift of Holy Spirit which was given to them at the moment they received Christ as Lord and Savior. Those that have never been born from above do not have the Holy Spirit residing in them and if they never receive Christ will never have Him reside in them. 

In my experience with the Holy Spirit I find Him to be VERY sweet, softer than cotton and He whispers with a high and beautiful voice that is easily drowned out by this loud and harsh world we live in. 

I believe one must be still and quiet and wait patiently for Him to whisper in your mind what He wants you to hear.
