What does it mean to not 'let anyone look down on you because you are young,' but rather to set an example?

Would this translate to age discrimination against the young and underestimation? How would this be interpreted? Is this advice just to Timothy,  to all young leaders, or to all young members of the church in general?

1 Timothy 4:12

NKJV - ¹² Let no one despise your youth, but be an example to the believers in word, in conduct, in love, in spirit, in faith, in purity.
