We do not have a chronological account of the beginning of existence. We don't have a record of the creation of angels.
Genesis 1:1 is not the first day of existence. There is no first day of existence.
A question like this one is a troll question, in my opinion. No one asks a question like this expecting to get information that will satisfy their inquisitive needs. I see it as a statement more than as a question.
But I'll take a stab at it; he was probably calling a meeting for his collaborators! He was preparing for the insurrection, getting his lies together, planning, planning, planning.
