What kind of creature, whose number is like the sand of the sea, will rebel with Satan?

The promise is that blessed and holy are the ones who take part in the first resurrection and over such the second death has no power.
Therefore who are the ones rebelling with Satan?

Revelation 20:6 - 8

NKJV - ⁶ Blessed and holy is he who has part in the first resurrection. Over such the second death has no power, but they shall be priests of God and of Christ, and shall reign with Him a thousand years. ⁷ Now when the thousand years have expired, Satan will be released from his prison
