What is the highway built from Egypt through Israel to Assyria?

The people of Egypt and Assyria are each also said to be one third of God's People, and that Israel, Assyria, and Egypt will be a blessing on the Earth. When will/was this highway built? What is it? 

Isaiah 19:23 - 25

ESV - ²³ In that day there will be a highway from Egypt to Assyria, and Assyria will come into Egypt, and Egypt into Assyria, and the Egyptians will worship with the Assyrians. ²⁴ In that day Israel will be the third with Egypt and Assyria, a blessing in the midst of the earth.
