The "times of ignorance God overlooked" refers to idolary in the Old Testament days. Under new covenenat he wants men to repent and stop worshipping the idols.

God tolerated idolatry which disgraced the world, but now He is giving a complete revelation demanding that it stop and that men repent (Lk. 13:3).
