To him that stretched out the earth above the waters: for his mercy endureth for ever" - Ps. 136:6

God Stretched out the Earth above the Waters (originally prior to Gen. 1:1)
This states that originally the earth was created above the waters, but in Gen. 1:2 the earth is below the waters.

What made the difference?

The sin and rebellion of Lucifer (satan) and the pre-Adamites (man like people such as Hoomosapiens) caused God to flood the earth, submerging it with water to destroy all life on it. See Gen. 1-2 Ps. 104:5-9 Isa. 14:12-14 Jer. 4:23-26 2Pet. 3:5-7.

In Gen. 1:1 Ps. 104:5; 2Pet. 3:5 the earth at original creation is above and out of the water, but in Gen. 1:2; Ps. 104:6; 2Pet. 3:6 the earth is below and under the water.

How is it made possible?
The Earth should have been tilted up side down‼️

In Gen. 1:3-2:25 Ps. 104:7-9 2Pet. 3:7 the earth is restored from the first flood to a second habitable state, being made dry again for the habitation of Adam's race. One is called "the world that then was" (i.e., before the world that now is; italics added, 2Pet. 3:6); the other is called "the heavens and the earth, which are now" (italics added, 2Pet. 3:7). Between the two worlds was the flood that destroyed the first social system, making it necessary to have a new one in Adam's day (Gen. 1:2; Ps. 104:6; 2Pet. 3:6).

There were three times when God stretched out the earth above the waters:

★1. When He originally created the earth, making it dry land to be inhabited (Gen. 1:1; Ps. 104:5-6; 136:6; Isa. 45:18; 2Pet. 3:5)

★2. When He restored the earth to a second habitable state and made Adam's creation (Gen. 1:3-2:25 Ps. 104:7-9 2Pet. 3:7)

★3. When He made the earth dry again after Noah's flood (Gen. 6-8).

★4. The next time the earth is to be made new it will be by fire, not by water (2Pet. 3:7,10-13 Heb. 1:10-12; 12:25-28 Rev. 20:7-10)

► Gen 1:2 says And the earth was without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters". It confirms that the Holy Spirit, one person moving on the whole flooded earth to restore dry land. He is bigger than the earth that we live in.

► The Holy Spirit, the third person of the Trinity is referred here. 

►The Trinity God is summarized into three statements by Wayne Grudem in Systematic Theology: 
(l) God is three Persons (Trinity); 
(2) Each Person is fully God (Deity); 
(3) There is one God (Tri-unity). 
Each of these statements is equally important to keep us from going astray

► Because the Holy Spirit is mentioned third in the Godhead, He is treated as a "third" person by Christians. We do not realize that He is God — equal with the Heavenly Father and His Son Jesus. 

► He is not a mere force or power, but a Person. 

►God the Father is in Heaven. God the Son is seated at the Father’s right hand in Heaven. It is God the Holy Spirit who in all His personality is here on earth.

Does the Holy Spirit cover the whole earth?

My answer is Yes and No.

The Holy Spirit is the Third Person of the Holy Trinity who shares full divinity with God the Father and God the Son. By virtue of His divine nature, He is omniscient and omnipotent. He was with God from the beginning in the same way that Christ was and is and will forever be. The divine union between God the Father, God the Son and God the Holy Spirit is indivisible. Neither Person exists without the other and neither operates in opposition to or in conflict with the other. They are in perfect harmony.

The Holy Spirit is Christ's personal representative on earth whose role is to uphold the church by ministering to it and guiding it through this evil world (John 16:7-15).

Genesis 1:2 says "And the earth was without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters." This scripture is perhaps the reason that this question was raised. The writer of Genesis sought to demonstrate the eternity of God the Holy Spirit God in that He was with God even before creation. However the pre-creation condition of the earth was far different from its condition after creation. Nowhere in Scripture is it reported after Genesis 1:2 that the Spirit of God continued to hover over it in the same way. I believe that the Spirit of God was preserving the universe until God's appointed time came to execute His creation work. 

Now as to whether the Holy Spirit covers the entire earth, it can be argued that His presence is unrestricted by physical location or terrain. He can be at USA and Malaysia at the same time that He is present in the Antarctic. He is God from whom nothing is hidden (Psalm 66:18).

However, the Holy Spirit does not dwell in the presence of evil. He cannot therefore be actively present in any assembly or gathering or society of people whose purpose is to accomplish evil (Matthew 12:45).

1 Samuel 4:19-22 describes the birth of Ichabod whose name means "no glory" or as described in 1 Samuel 4:22 "The glory is departed from Israel: for the ark of God is taken." The capture of the Ark of the Covenant by the Philistines was one of the lowest moments for Israel and the community lived in defeat until God raised Samuel to restore its glory. In the context of this passage, yes we can state that the glory of God can depart from people who have done wickedly or openly and knowingly transgressed the laws of God. 

In conclusion, we can say that the Holy Spirit does superintend all creation in the same was that God the Son and God the Father does but he cannot be found in the midst of evil people because as scripture says in 2 Corinthians 6:14 "Be ye not unequally yoked together with unbelievers: for what fellowship hath righteousness with unrighteousness? And what communion hath light with darkness?"
