Can people who are not able to raise children still get married?

According to the Christian beliefs, marriage should be two people who join "freely, totally, faithfully, and fruitfully." If one or both partners is disabled and does not have the strength or ability to raise children, does God still want them to get married? If not allowed to get married, may they still hold romantic relationships with others, as long as they are chaste, even though they know it will not lead to marriage?
