Who are the "wicked" that Isaiah 48:22 speaks about? 

The Bible talks about there being no peace for the wicked. Does that mean that no person living in sin will find peace?

Isaiah 48:22

NKJV - 22 "There is no peace," says the LORD, "for the wicked."

The verse you ask about seems to be a double entendre. The main gist of the meaning comes from verses 17 and 18. "I am the Lord your God who teaches you the way you should go. If you had only followed my commands, you peace would have been like a river." (meaning unending, I think) And "the wicked" you refer to would be those who do not follow God, rather their own desires. In this case, it was the people of Israel living in Babylon and the nation of Israel as a whole that were in rebellion to God. 

Just as God sends trials and tribulations to us to help steer us back to Him, this warning was another attempt to get the people of Israel to return to him. 

The other meaning was a warning to those who would come against God's people as He spoke earlier in the chapter. 

As God concluded this chapter with this verse, I think he was basically saying: You cannot hide from God to both.

This verse speaks to the Tribulation and end times. 

Not all of Israel will be saved. 

See Zech 13:7-9 where God says that two thirds of Israel will not survive the Tribulation because they will continue not to accept Christ as their Messiah. This is the "wicked" that will find no peace and will die without Christ.
