The Message of Salvation to All
For Moses writes about the righteousness which is of the law, e "The man who does those things shall live by them."
But the righteousness of faith speaks in this way, f "Do not say in your heart, 'Who will ascend into heaven?' " (that is, to bring Christ down from above)
or, g " 'Who will descend into the abyss?' " (that is, to bring Christ up from the dead).
But what does it say? h "The word is near you, in your mouth and in your heart" (that is, the word of faith which we preach):
that i if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved.
For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation.
For the Scripture says, j "Whoever believes on Him will not be put to shame."
For k there is no distinction between Jew and Greek, for l the same Lord over all m is rich to all who call upon Him.
For n "whoever calls o on the name of the LORD shall be saved."
How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear p without a preacher?
And how shall they preach unless they are sent? As it is written:
q "How beautiful are the feet of those who preach the gospel of peace,
Who bring glad tidings of good things!"
But they have not all obeyed the gospel. For Isaiah says, r "LORD, who has believed our report?"
So then faith comes by hearing, and hearing by the word of God.
But I say, have they not heard? Yes indeed:
s "Their sound has gone out to all the earth,
And their words to the ends of the world."
But I say, did Israel not know? First Moses says:
t "I will provoke you to jealousy by those who are not a nation,
I will move you to anger by a u foolish nation."
But Isaiah is very bold and says:
v "I was found by those who did not seek Me;
I was made manifest to those who did not ask for Me."
But to Israel he says:
w "All day long I have stretched out My hands
To a disobedient and contrary people."

Therefore thus says the Lord GOD: "Behold, I lay in Zion a stone for a foundation, A tried stone, a precious cornerstone, a sure foundation; Whoever believes will not act hastily.
Blessed is the man who trusts in the LORD, And whose hope is the LORD.
As it is written: "Behold, I lay in Zion a stumbling stone and rock of offense, And whoever believes on Him will not be put to shame.
And made no distinction between us and them, purifying their hearts by faith.
Even the righteousness of God, through faith in Jesus Christ, to all and on all who believe. For there is no difference.
Or is He the God of the Jews only? Is He not also the God of the Gentiles? Yes, of the Gentiles also.
There is neither Jew nor Greek, there is neither slave nor free, there is neither male nor female; for you are all one in Christ Jesus.
The word which God sent to the children of Israel, preaching peace through Jesus Christ - He is Lord of all -
1 Timothy 2:5
For there is one God and one Mediator between God and men, the Man Christ Jesus.
In Him we have redemption through His blood, the forgiveness of sins, according to the riches of His grace
And it shall come to pass That whoever calls on the name of the LORD Shall be saved. For in Mount Zion and in Jerusalem there shall be deliverance, As the LORD has said, Among the remnant whom the LORD calls.
And it shall come to pass That whoever calls on the name of the LORD Shall be saved.
"And here he has authority from the chief priests to bind all who call on Your name."
And he said, "How can I, unless someone guides me?" And he asked Philip to come up and sit with him.
But has in due time manifested His word through preaching, which was committed to me according to the commandment of God our Savior.
How beautiful upon the mountains Are the feet of him who brings good news, Who proclaims peace, Who brings glad tidings of good things, Who proclaims salvation, Who says to Zion, "Your God reigns!
Behold, on the mountains The feet of him who brings good tidings, Who proclaims peace! O Judah, keep your appointed feasts, Perform your vows. For the wicked one shall no more pass through you; He is utterly cut off.

They have provoked Me to jealousy by what is not God; They have moved Me to anger by their foolish idols. But I will provoke them to jealousy by those who are not a nation; I will move them to anger by a foolish nation.
I say then, have they stumbled that they should fall? Certainly not! But through their fall, to provoke them to jealousy, salvation has come to the Gentiles.
For we ourselves were also once foolish, disobedient, deceived, serving various lusts and pleasures, living in malice and envy, hateful and hating one another.
I was sought by those who did not ask for Me; I was found by those who did not seek Me. I said, 'Here I am, here I am,' To a nation that was not called by My name.
What shall we say then? That Gentiles, who did not pursue righteousness, have attained to righteousness, even the righteousness of faith.
I have stretched out My hands all day long to a rebellious people, Who walk in a way that is not good, According to their own thoughts.
