Do 2 Samuel 24:1 and 1 Chronicles 21:1 contradict?

I understand the explanation that God sometimes gives satan permission to do something, but in this case, I see that it is not the answer. 
2 Sam. 24:1: And again the anger of the LORD was kindled against Israel, and He moved David against them to say, “Go number Israel and Judah."

Now let us look at the report of this same incident as reported by the Chronicler in I Chronicles 21:1:

And Satan stood up against Israel, and provoked David to go and number Israel.
We see here that Samuel says that the he is referring to God and it was he that moved David.
Chronicles says that satan provoked David. 
Both God and satan can't provoke David to do something because God can't tempt. This is an obvious contradiction. Can I have a clear explanation?

1 Chronicles 21:1

ESV - 1 Then Satan stood against Israel and incited David to number Israel.
