Pharaoh's taskmasters were the people who carried out Pharaoh's orders to force the Israelites to work harder. The taskmasters were severe and whipped the foremen who were in charge of the Israelites. 

Exodus 5:6
Pharaoh commanded the taskmasters to stop giving the Israelites straw to make bricks.

Exodus 5:10-14
The taskmasters told the Israelites to gather stubble for straw, but to produce the same amount of bricks as before. 

Exodus 5:14
The taskmasters beat the foremen of the Israelites if they didn't meet their brick quota.

The Israelites were forced to scatter across Egypt to gather stubble. The Israelites were angry and complained about their increased burdens.
