My opinion is that the Holy Spirit is speaking through David.
David is the author of Psalm 27.
In 2 Samuel 7:2 David wanted to build a house for the Lord.
Nathan the prophet then spoke to David according to the words of the Lord.
The Lord promised David that one of his descendants will be granted peace on every side and will build a house for the Lord. 2 Samuel 7:11-12

The Lord also promised He will build a house for David and that David's descendants will be established on the throne, enduring for ever. 
After hearing this revelation, David's heart is full of confidence, trust in God's words and courage and replies with a prayer of thanksgiving asking the Lord to confirm His words 2 Samuel 7:25. 

David believed in the hope he will see this revelation accomplished in the life to come. Although David's son Solomon built the first temple; 
Jesus Christ is the descendant of David accomplishing the everlasting Kingdom.

If you like you can even look at this Psalm as a foreshadowing of the earthly life of Jesus.
