The bible says that Noah put two of every "kind" of animal on the ark. Not two of every "species" or "breed". 

So the ark may have only consisted of male and female canine, feline, pachyderm etc etc. And from these, over time, we have the various "breeds" of dogs, elephants, and big cats that we have today. 

Lions and tigers are different "species" of the same "kind" of animal: feline.
