Yes, I would say that is something that God permitting he can do. However, we of course know that if he is responsible for a person's healing, it is done exclusively and without question, 100% for the purpose of leading that person away from the Truth of Christ. **Addition Below** Satan uses the tools at his disposal to firstly keep people from coming to know Christ, and then secondly to keep those who do know Christ, ineffective. One way Satan has accomplished his goal is through religion. I think if you study the history of Islam for example, you see the influence of Satan all over it. So what would we say to the Muslim who prays for a miraculous healing and then receives it? Or what of the animistic family in a third world country that visits the local witch doctor and receives a miraculous healing? It is possible in these cases that God has healed these individuals. But I find it much more likely that while the healing is real, the source of the healing is not God, but demonic, because through those healings a false belief is reinforced and the people are kept further away from the Gospel.
Satan cannot create. Only God, through Jesus, can and does. (Colossians 1:15-17) Healing is an act of corrective, re-creation by an omnipotent God.Therefore, Satan cannot heal, in my opinion. Satan can only con people into believing lies. (John 8:44 & 2 Corinthians 2:11) Blessings all!
