Did anyone in the Bible (besides Jesus) ever heal a blind person?
I cannot find an account in scripture of any prophet or apostle ever healing blindness. They healed all kinds of sickness and even raised people from the dead. But Jesus seems to be the only one who has restored vision to the sightless. This has to be theologically significant, but I have never read anything about it or heard it discussed.

Although it did not involve a case of congenital blindness, in Acts 9:17-18, Ananias (acting at God's direction and as His agent) restored Saul's sight after Saul had been blinded on the Damascus road by his encounter with the risen and glorified Christ (Acts 9:8). (The Bible account says that "something like scales" fell from Saul's eyes when Ananias laid his hands on Saul and told Saul that he had come to restore his sight.)

Concerning the Messiah's role as healer it was clearly prophesied in passages like Isaiah 35:5-6: “Then the eyes of the blind shall be opened, and the ears of the deaf shall be unstopped. Then the lame shall leap like a deer, and the tongue of the mute will shout for joy." Because of God’s healing power (cf. 33:24) those who are blind will see & hose who are deaf will hear (cf. 32:3; 42:7). Even those who are lame will leap (cf. 33:23), and those who cannot talk will shout for the Messiah will bring this about. When Jesus made the blind see and He did for at least seven people He was fulfilling another aspect of messianic prophecy as the Messiah would open blind eyes (Is. 35:5). But not only did this miracle fulfill an important Messianic prophecy from Isaiah, it also affirmed Jesus’ deity because as the psalmist said, “The LORD opens the eyes of the blind" (Psalm 146:8 cf. Isaiah 29:1). This is a clear affirmation that Jesus as the Messiah is is the God-man. It is interesting that the Apostles are not said to perform this miracle though Christ certainly as the Messiah could have done this through them. Annanias' healing is so different from the healings of blindness that Jesus did though certainly important and real.
