As far as I can find there is no religious law concerning Elijah's return. Instead there is a prophesy by Malachi, from the Lord, Malachi 4:1-5. 'Behold, I will send you Elijah the prophet before the coming of the great and dreadful day of the Lord.'

Jesus' answer to the disciples who asked is found in Matthew 17: 1-13 where He told them John the Baptist was the second coming of Elijah.
