The current earth was once destroyed by water, which God promised he would not do again (with water), giving us the rainbow as a sign of this promise. Throughout history, God has always kept all His promises!

2 Pet. 3:2-7 That you may be mindful of the words which were spoken before by the holy prophets, and of the commandment of us, the apostles of the Lord and Savior, knowing this first: that scoffers will come in the last days, walking according to their own lusts, 

… For this they willfully forget: that by the word of God the heavens were of old, and the earth standing out of water and in the water, by which the world that then existed perished, being flooded with water. But the heavens and the earth which are now preserved by the same word, are reserved for fire until the day of judgment and perdition of ungodly men." 

The Jehovah Witnesses and some others assert that the earth will be renewed, not a new earth. Like an alcoholic man that has been rehabilitated is an "new man" but is still the same person. However the scriptures do not agree with that false doctrine.

God cursed the earth for man’s sake (Gen. 3:17-18; 5:22) because, by man, sin entered this current world thereby corrupting it. (Gen. 6:11)

God’s promises a new earth where only righteousness dwells:

Isa. 65:17
“For behold, I create new heavens and a new earth; And the former shall not be remembered or come to mind. (Note: the former is not remembered, GONE, which would include not only in its cursed state but also before that; all of the former earth.)

Isa. 66:22
“For as the new heavens and the new earth Which I will make shall remain before Me,” says the LORD, “So shall your (Israel, the Jews) descendants and your name remain. 

2 Pet. 3:13
Nevertheless we, according to His promise, look for new heavens and a new earth in which righteousness dwells. 

Rev. 21:1
Now I saw a new heaven and a new earth, for the first heaven and the first earth had passed away. Also there was no more sea. (If it was a restored version of the old earth why is the sea missing and the creatures therein?)

The old earth, i.e. this current sin-cursed earth we now live on, will be totally distorted, not made a new or restored to its former state before the sin in the garden.

2 Pet. 3:10-13
But the day of the Lord will come as a thief in the night, in which the heavens will pass away with a great noise, and the elements will melt with fervent heat; both the earth and the works that are in it will be burned up. Therefore, since all these things will be dissolved, what manner of persons ought you to be in holy conduct and godliness, looking for and hastening the coming of the day of God, because of which the heavens will be dissolved, being on fire, and the elements will melt with fervent heat? Nevertheless we, according to His promise, look for new heavens and a new earth in which righteousness dwells.

When something is burned up, dissolves and passes away with a heat so hot that the elements themselves melt there will be nothing left to renew or restore.

The new earth will be different from this earth in that there will be no corruption, no death, no sea and no sun or moon. Christ will be the light of the new earth (Is. 60:19-20; Rev. 21:23; 22:5).

I am going to assume that you are referring to Rev 21:1 KJV-"And I saw a new heaven and a new earth: for the first heaven and the first earth were passed away; and there was no more sea." 

If this verse is what your question pertains to then the answer is YES, God is going to make the earth new. The earth is begging for the time that God makes it perfect again and there will be no more wickedness, Forever. 
2 Peter 3:13 KJV-Nevertheless we, according to his promise, look for new heavens and a new earth, wherein dwelleth righteousness. 

 The reason why God is going to do this is to cleanse Heaven and Earth of all iniquity and to restore his original perfect creation.

In Genesis we see the creation of all things and see what God's original purpose was for us and the world before the fall of man. God is unchanging and therefore we know that He would still be wanting to fulfill his original purpose and thus He will create a new Earth. This is also seen in Revelation 21:1. God is finally able to have the original purpose of the Earth come to fruition.
