From my Scofield study Bible notes, nikao is "to conquer" and laos is "the people or laity" (nē-ko-lä-ē'-tās). If symbolic it refers to the earliest form of priestly order or clergy, later dividing an equal brotherhood into priests and lality. (Matthew 23:8) What was deeds in Ephesus in v. 6 had become a doctrine in v. 15.

A. a sect mentioned in Rev. 2:6,15, who were charged with holding the error of Balaam, casting a stumbling block before the church of God by upholding the liberty of eating things sacrificed to idols as well as committing fornication.
