The actual floor of the throne room (Rev. 4:6; 15:2- 4 cp.1Ki. 7:23- 26; 2Chr. 4:2- 15) is referred to "sea of glass like unto crystal"

In Rev 15:2, a Greek word mignumi (G3396) is used to refer mixed, mingled (Rev. 15:2; 8:7; Mt. 27:34; Lk. 13:1). The idea here seems to be that of the floor of the great throne room of the heavenly temple being made of transparent glass with the appearance of fire or prismatic colors produced by the glory of God. Out of the throne proceed lightnings which would make prismatic colors flash upon the sea of glass like the aurora borealis (northern lights). 

The glory of God eminating from the light in which He dwells will light the whole city and cause the glittering on the sea of glass (Rev. 21:23; 1Tim. 6:16)

God dwells in infinite glory and no man has ever seen nor can see God Almighty in His 100% glory except Jesus Christ. However, God out of His glory has been seen many times with the eyes of men. Moses talked with God face to face out of His glory and when he requested, "show me thy glory" it could not be granted except as manifested through the back parts of God (Ex. 33:11- 23). In Ex 24:17, Moses himself reveals that the sight of the glory of the LORD was like devouring fire. This describes God's glory as seen with human eyes-- a consuming fire!
